JOHANNESBURG, SOUTH AFRICA (ADV) – The Integrated Health Sector Refugee Response Plan will use the Shs 1 trillion received from the government to provide a better health care for Ugandan refugees.

According to media reports, more than eight million people will benefit in districts of Arua, Yumbe, Moyo, Adjumani, Kampala, Hoima, Isingiro, Kamwenge, Kiryandongo, Koboko, Kyegegwa, and Lamwo in the next five years.

The plan will provide Ugandan refugees and communities that host refugees by constructing a new health facilities, supplying more medication and hiring medical professionals.

The health ministry developed the plan in a move to help increase funds for the health sector so refugees can also receive quality medical care.

Ugandan Health Minister Dr Jane Ruth Aceng said the plan will help close the gap in health service delivery that is being experienced in some refugee communities.

The plan is supported by different United Nations agencies and health development partners.

Prime Minister Ruhakana Rugunda asked development partners to help Uganda raise funds to implement the plan.

The funds for the plan will be contributed by both government and several development partners.

Rosa Malango the UN Resident Commissioner asked government to increase funding of the health sector.

“This plan is important because it will address the problem of parallel provision of health centres for refugees and the host community which has not been working so well. But for it to take place, the government needs to increase the budget allocation to the health ministry to allow implementation of the plan,” said Malango.

By December 2018, Uganda was hosting 1.19 million refugees from neighbouring countries like Democratic Republic of Congo (DRC), Somalia, Burundi, Rwanda, Kenya, South Sudan, Ethiopia and Eritrea.
